Merging a cache system with a security suite together isn't actually a common practice, and there's no explanation from the developer why he choose to do this.
Nevertheless, the TR Cache and Security plugin is a pretty good toolkit when it comes to both caching and protecting a site.
It contains all the tools you might expect from a cache system, and all the features you might want from a security kit as well.
And to be honest, we find it pretty useful because every WP installation eventually needs a cache manager and a security plugin to protect it from various hacking attempts. So in the end TR Cache and Security might sound like a pretty weird association of features, but it proves to be very useful after all.
