FOAM stands for Feature-Oriented Active Modeller. It is a generic, full-stack, reactive, meta-programming framework written in JavaScript.
The framework can be used in building DSLs, which in turn intermediate the process of generating text, JS, and HTML code using a small MVC library.
FOAM currently includes DSLs for working with parsers, databases, animations, documents, classes, entities, and even other DSLs.
These can be used in quickly generating new applications using an advanced data and dynamic value binding model.
As you can tell by this description and by the fact that Google engineers are behind it, FOAM is a high-level framework, focused on advanced, complex, and performance-based applications.
