Utopia was developed on top of Rack, a modular Ruby web-server interface for developing Web apps.

Its main purpose is to provide ready-made, accessible, easy to use middleware components for deploying and managing Ruby-based websites.

Utopia is not a complete development stack and still requires on the developer to write most of the app's code.
