The Joomla! Framework is a side project of the same team of developers that created and maintain the Joomla! CMS.
The framework is independent from the CMS project, but its source has been heavily inspired by the work and time that went into building the CMS.
The Joomla! Framework extracts all the core features that power the Joomla platform, without all the unnecessary features that might be useless for other non-CMS related projects.
It's basically a wireframe holding all the basic code to power Web and CLI applications running on PHP.
The framework itself is a collection of various modules, which can be added or removed to any project with ease, each powering a specific feature.
These modules can be used as a base for future projects, developed in the manner and coding style used for the Joomla CMS!
