With the Let Them Unsubscribe plugin, a webmaster can allow certain user roles to delete their own accounts whenever not interested in the website's activity anymore.

Once this feature enabled, users have two ways of removing their profiles. The first is to use the special option added to the "Users" side admin menu. The second is to go to the bottom of their backend profile page and use the link provided there.

Once the deletion process started, one quick "Are you sure?" screen will appear and then the user profile will be deleted, along with all the user's data (comments and posts).

Administrators can configure these warning messages to whatever they want.

To be sure no admin locks himself out of his own website, the administrators can't delete their own profiles.

Installation:

Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.
