BobScss is written in SCSS, but a CSS compiled version also ships with the standard package, along with a demo of all its components.
The framework was created to be used for mobile-first Web apps, and includes solid support for responsive layouts out of the box.
Some UI components are also included, like basic typography styles, standard form element stylings, a buttons pack, and cards panels.
The built-in grid system is responsible for adding the actual responsiveness, but unlike most current solutions it doesn't really on a columns system, but on the newer CSS flexbox layout.
Not by any means does BobScss come close to what Bootstrap, Foundation, Refills, or UIkit provide, but when it comes to developing smaller, simpler apps, you should definitely take a look at it.
