Apache Tobago is currently being developed at Apache under the MyFaces project.
Tobago is basically an UI framework (also known as a "GUI library"), but not like Bootstrap or Foundation, relying more on Java code than classic HTML and CSS.
The project's main purpose is to allow Java developers to create enterprise-level UIs without having to fiddle around in HTML code.
Tobago allows developers to easily put together a user interface using Java code, while still benefiting from all the advantages that HTML & CSS coding provide.
These include modularity, basic theming mechanisms, and a powerful layout manager for controlling where "stuff" gets displayed and in what conditions.
Basically developers can use Apache Tobago to create their Java Web applications' interfaces, while letting other frameworks and tools like Cocoon, Sling and the rest manage the backend.
