Quick Launch is a GNOME Shell extension that allows users to quickly launch applications, which have their .desktop files stored in the ~/.local/user/quicklaunch folder.
To install this extension you must have GNOME Shell installed or Cinnamon. However, keep in mind that it was not tested with Cinnamon.
