The module is actually a wrapper around the simplehtmldom PHP library.
HTML parsing can be done in Drupal input filters, in hook_alter(); or when migrating HTML sites to Drupal.
Installation
Unpack in your modules folder (usually '/sites/all/modules/')
Enable under Administer > Site Building > Mod
