He can specify two folder locations, one for CSS and one for JS where the custom stylesheets and JavaScripts files are located.
Just put the files in those folders and they will be added in the header, allowing to set extra parameters and scripts.
Installation:
Unpack in your modules folder (usually '/sites/all/modules/')
Enable under Administer > Site Building > Modules
