Higher numbers mean a faster browser.
The rating can be used to work out if the user can handle visual effects.
Generally if the rating is under 100, then hardcore JavaScript is probably not a good idea.
By counting the number of times the browser can run a sha1 hash in 150ms, and extrapolating that out to a second.
The rating can change pretty dramatically depending on the system load, browser brand and a bunch of other things, so its best not to take it too seriously.
