In the meantime, SQLite has become an unofficial de-facto standard for storing data on the client's side.
SQLite has actually become so successful these days that an official extension has even been included with the newer PHP 5.x branch by default.
Nevertheless, the PHP Flatfile package is still a very competent tool for storing data on the client-side, being one of the few tools still left around to do so without SQLite support, a good tool to check out and learn how things were once implemented.
For live production environments, the PHP Flatfile package can be used as a fallback mechanism if SQLite cannot be accessed or interacted to, allowing developers to built-in backup systems in their applications.
While this library is quite capable of dealing with flat-file databases, it is recommended you don't use it over SQLite.
