Picard was built as a set of tools using the Java programming language so that you can work with next generation sequencing data in the BAM format. Picard manipulates SAM files, and a Java API (SAM-JDK) for creating new programs that read and write SAM files. Both SAM text format and SAM binary (BAM) format are supported.

Version 1.95 has added logging for Vcf Format Converter and removed Contracts for Java in prep for Java7.
