MDJToolbar is an easy to set up and use toolbar for windows. It will allow you to save shortcuts to folders, applications or URLs. You may use BMP, GIF, JPEG, or PNG images for your icons. Expanded size is 100x100, at rest: 50x50 (Mac icons look really good).
