jQuery.twinkle uses CSS3 and the HTML5 canvas utility to draw out these effects on the page.
The circles can be attached to any JS event (click, hover, etc.) or can just be left to run randomly in the background.
The plugin can bringing attention to a certain section of a page or to a certain event, being very useful in tutorials, guides, installation wizards, product tours, and so on.
Under the hood, jQuery.twinkle lets developers customize the color of the circle, its radius, the animation duration, the circle border's width, delay factors, and many other more options.
