In simpler terms, if the plugin detects a onWindowResize event (browser resize action), it sniffs the browser's viewport width and if inside certain limits, it executes a custom routine of code.
The plugin can be used in developing mobile applications, without having to work with CSS 3 media queries, still unsupported in most popular browsers today.
