When WordPress was only a blogging platform, the "Links" option was a really useful utility in the WP backend.
But since the platform decided to move into a CMS-like product, that option became a stone hanging on the development team's neck and after various platform upgrades it got dropped from the core completely.
The Friends Link Widget is just a sidebar widget to provide a way to still have blogrolls in the sidebar.
It works completely via the sidebar and doesn't require you to manage a special section in the WP backend like the old "Links" section.
Just add up to five links using the sidebar widget and publish them on the website.
Installation:
Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.
