The File Gallery plugin doesn't simply extend the way WordPress handles file attachments, it completely changes it.
It introduces a new shortcode to replace the default [gallery], with support for templates and a lot more customization options.
This way image galleries and file displays can be controlled on a per-page / per-post basis, mainly via shortcode syntax and a metabox added on the page/post editing section.
