CPU Freq is a GNOME Shell extension that adds a CPU frequency switcher and notifier on the GNOME panel. It provides three modes: On Demand, Power Save and Performance.

To install this extension you must have GNOME Shell installed or Cinnamon. However, keep in mind that it has not been tested with Cinnamon.
