This affects only the frontend admin bar. In the backend, the bar stays in its normal position at the top of the page.
The plugin can be really helpful in situations where the website's native menu already also sticks to the top of the page. Moving the admin menu to the bottom avoids situations where the menu's might overlap or might confuse logged in users.
Additionally, Bottom Admin Bar also adds a keyboard shortcut (Shift+A) that toggles the bar's visibility on and off.
Installation:
Unpack and upload it to the /wp-content/plugins/ directory.
Activate the plugin through the 'Plugins' menu in WordPress.
