ARIS Data Scripter creates T-SQL INSERT scripts with data from given table in just a few clicks inside SQL Server Management Studio. The product is fully integrated into SQL Server Management Studio Object Explorer: pick desired table and choose context menu item to generate file with INSERTS. Only first 500 rows of table are scripted.
