Embed Responsively is nothing more than a Web-based application which takes the URLs of embeddable content hosted on various services and produces a new iframe-based embed code.
The difference is that this new iframe embed code works on responsive layouts, allowing it to be viewed from small screen devices like tablets and mobiles.
Embed Responsively was created to support responsive embeds for well-known services, until those companies decide to support them by default.
Some of the services that are not included in the Embed Responsively application which you might found odd are SoundCloud, Storify, Scribd, and Twitter. The reason they're not supported is because they natively provide responsive iframe embed codes so there would be no reason for them to be included.
