Fluent Framework is one of the frameworks that came out of the NHP Theme Options framework, along with the Redux Framework.
Unlike the two, Fluent is available under a commercial license, but to its advantage it also comes with lots of extra features and support for the latest WordPress releases.
The framework includes functions to create custom options pages, meta boxes, settings on user profiles, taxonomy-related modifications, and many other more.
Along with these there's also a basic import & export settings feature that allow developers to create backups and migrate settings amongst WP installations.
Nested and repeatable settings can be created, all rendered in the WordPress backend using the native WP UI, without extra complications that usually come from a custom visual interface and its design assets.
There are lots of field types included out of the box with the Fluent Framework, role-based permissions, fields and options that appear only in specific conditions, and a simpler way to store information in the WP database.
As with any commercial WP project nowadays, Fluent comes with lots of documentation to help you learn its principles and paradigms, which comes bundled with the framework package, but can also be accessed online.
