While no database is involved, phpAlbum.net uses a combination between raw text files and the file&folder structure itself to store any kind of settings, comments, votes, and the images themselves.
This allows users to easily create complex, yet very well structured photo albums just by arranging the images in proper folders on their Web file system.
Just install it yourself and give it a go. And don't forget. The default admin username and password is "admin/admin" (in case you get stuck).
