By itself Horde won't do anything, being a collection of classes, libraries, functions, and methods, which when used together properly will allow developers to build complex applications, following well-established and secure programming paradigms.
Horde is one of the oldest PHP frameworks around, still developed and maintained by a dedicated community.
It's well documented and comes with plenty of classes to help developers get started on their projects, and deal with mundane code writing tasks.
Horde itself and its component parts are all installable via PEAR.
