php-sass uses the scssphp library to take SASS/SCSS code and convert it to standards compliant CSS code.
The class can be used at runtime, taking the developer's .scss files and converting them to .css files every time a user access the site.
This ensures that the latest version of your code is always served when needed.
It also means you don't have to run a Ruby compiler on your server and can only rely on your PHP engine instead.
php-sass supports both the SCSS and SASS syntax, mixins and even some older versions of Compass.
