A PHP port of the YUI CSS compressor

Works as the JS version. This is a port of the 2.4.8 version.

The PHP version even supports LESS compilation before compression, if the CSS code has been written in LESS.

What is new in this release:

• Chunk length reduced to 5000 chars (prevuiously 25.000 chars) in an effort to avoid PCRE backtrack limits (needs feedback).
• Improvements for the @keyframes 0% step bug. Tests improved.
• Fix IE7 issue on matrix filters which browser accept whitespaces between Matrix parameters

What is new in version 2.4.8:

• Substring method not needed because str_slice returns the same substring but it's more flexible since it accepts negative values.
